Administration
Marcus McKinney, D. Min., LPC – serves as Vice President of Community Health Equity and Health Policy and leads the Center for Health Equity and the Curtis D. Robinson Men's Health Institute. He is an Assistant Professor in Psychiatry at the University of Connecticut School of Medicine and Governor appointee to the Connecticut State Mental Health Board. Since 1984, Dr. McKinney has sought to blend the insights of spirituality, pshychology and health with programming, research and education aimed to meet the needs of the community. Dr. McKinney graduated over 6,000 individuals in the Pastoral Counseling Training Program at Saint Francis since 1999 under the Connecticut Department of Mental Health and Addiction Services. He developed the Community Benefit Program at Saint Francis Hospital and Medical Center, designed to quantify and expand services to the community, including serving non-insured and underinsured individuals.

Hank Waltmire, MDiv – Director
Rev. Waltmire joined Saint Francis as the Director of the CDRMHI February 6th, 2012. Prior to joining Saint Francis, Hank served as the Chairman and Lead Pastor at The Fellowship, a multicultural faith-based congregation in Garden City, Ga. He has more than ten years of full-time ministry, serving mostly in Connecticut. Before his ministerial career, Hank worked twelve years in the healthcare industry. Using his degree in business administration, he became the sales manager for Sanofi-Aventis with the responsibility of managing revenue, staffing and marketing objectives for the organization covering the state of Connecticut and parts of eastern New York. Hank obtained his bachelor’s of science in business administration and marketing from The University of Connecticut and earned his masters of divinity in professional ministries from Liberty Theological Seminary, Lynchburg, VA.
Rebecca Santiago, RN, BSN – Public Health Nurse
Ms. Santiago joined CDRMHI March 19th, 2012. For the past 25 years, Rebecca has extensive experience in public health serving as the Public Health Nurse with Visiting Nurse Service of NY, Senior Director of Performance Improvement at Community Healthcare Network and Quality Management Project Coordinator at Affinity Health Plan while living in the Bronx and Manhattan. Rebecca graduated Magna Cum Laude with a bachelor’s degree in nursing from the College of Mount Saint Vincent in Riverdale, New York and holds a second bachelor’s degree in health services policy and planning from New York University.
Michelle Safo-Agyeman, MS – Outreach Coordinator
Mrs. Safo-Agyeman joined CDRMHI April 9th, 2012. Michelle has been part of Saint Francis Hospital since March of 2009 bringing to our department several years of outreach education and coordination experience with the Breast Health Center. She has served as the Community Executive for the American Cancer Society and as the Outreach Specialist for Prostate Cancer at the Hospital of Saint Raphaels in New Haven, CT. Recently, Michelle received her Master’s of Science in Non-Profit Management and Philanthropy at Bay Path College.
